i've been writing for years about criminal justice problems in the united states which have a terrific racial overlay to them. there was -- and i'm wondering where action might come. there was a proposal by senator webb before he left the senate for a commission on criminal justice which would look into what's happening with the system, would have deep racial implications in the way that it was carried out. it passed the house interestingly last congress, failed when one republican senator got up and objected in the senate. it could be done by presidential executive order. perhaps not at well, but it could be dope. i wonder if that is a way that we could begin to see some more debate on the real implications or that are both in the criminal justice system and its racial implications and what a presidential willingnesses to move on this could represent. >> i'm so delighted, neil, that you brought that up, because it gives me a chance to brag about two stories in the current issue of the washington monthly in which we address exactly that. one by glenn lowery, the eminent scholar, on how
